The SMS-C is the operator's server that receives, holds then re-sends SMS as long as the recipient isn't reachable.

To go deeper

The SMS-C (Short Message Service Centre) is the cornerstone of routing. Every SMS is entrusted to it before reaching its recipient: two phones never talk directly.

Its operation follows "store and forward": if the target device is off or off-network, the message is set aside and delivery attempts are repeated for a validity period set by the operator, often 24 to 72 hours.
