Making sense of French numbering
What a number reveals, and above all what it no longer tells, about its holder and their carrier.
The French numbering plan is steered by ARCEP, the telecommunications regulator. It is ARCEP that sets the meaning of each prefix, and it is against these rules that the sending form validates a number. These pages detail what a number allows you to deduce, as well as the received ideas that no longer hold.
The essential point
Since number portability came into force, a prefix no longer lets you deduce a number's carrier: any 06 or 07 can belong to any network. This is why this service never asks for the recipient's carrier, in the logic of an anonymous send reduced to the strict minimum.
