The delivery report, or DLR, is the notice returned by the network specifying whether an SMS has indeed reached the targeted phone.

The Delivery Report travels from the network to the sender to deliver the fate of the send: message delivered, still pending, or failed.

What remains is to grasp its exact scope: a DLR certifies that the message reached the handset, not that it was opened or understood. It is a transport datum, in no way a read receipt.
